    Since 1972, the Council has promoted cultural, educational and socio-economic programs that enhance the status of Puerto Ricans in the western region of the United States. The Council is an umbrella organization with its primary base in the Bay Area. As part of the Council's goal to promote the culture of Puerto Rico, the Día de San Juan Festival was started in 1978 and remains part of the region's signature events today.
